Will resizing reduce the file size? ＋

Usually yes when shrinking, because there are fewer pixels. For aggressive compression use the Image Compressor, which also controls quality.

What happens to transparency? ＋

PNG and WebP sources keep their alpha channel. Saving to JPEG fills transparent areas with white.
